Programme Manager – Emergency Response (Jamaica)

About the role

The Programme Manager will lead IsraAID’s emergency response in Jamaica following Hurricane Melissa, overseeing the design, implementation and monitoring of mental health and psychosocial support (MHPSS) and child protection programmes. Reporting to senior leadership, the role serves as the primary in‑country representative and supervises the MHPSS & Child Protection Officer and the Operations Officer.

Key responsibilities

• Design, plan and implement the UNICEF‑funded CP and MHPSS programme, ensuring activities meet approved workplans, budgets and technical standards.
• Maintain an adaptive implementation plan, oversee quality assurance, capacity‑building, community outreach and referral coordination.
• Lead rapid assessments, needs analyses and prepare programme amendments or extensions as needed.
• Manage partnership with ADRA Jamaica, chair coordination meetings and provide strategic guidance to align with programme objectives.
• Coordinate closely with UNICEF Jamaica as the primary contact for programme updates and reporting.
• Ensure compliance with IsraAID policies, humanitarian principles and international CP and MHPSS standards (CPiE, MHPSS Minimum Standards, IASC).

Required profile

• Proven experience in leading humanitarian programmes with overall operational and partnership responsibility.
• Demonstrated ability to supervise staff and coordinate multi‑agency partnerships.
• Strong knowledge of CP and MHPSS standards and UNICEF programme documentation requirements.
