Chief of Compliance Assurance & Regulatory Management (CARMU)

About the role

This senior position is based in the Compliance Assurance and Regulatory Management Unit (CARMU) of the Office of Contract Management and Capacity Building (OCMC) at the International Seabed Authority in Kingston, Jamaica. CARMU supports the Authority in administering contracts, implementing regulations, assuring compliance, and monitoring contractor obligations for activities in the Area beyond national jurisdiction. The role will also drive the development of operational arrangements needed for future seabed mineral exploitation.

Key responsibilities

• Lead systematic management of contracts throughout their lifecycle, including approvals, monitoring, modifications, and renewals.
• Develop and maintain a seabed‑mining registry and associated regulatory records, ensuring data integrity and accessibility.
• Design and implement a risk‑based compliance assurance strategy to monitor contractor obligations and regulatory reporting.
• Coordinate regulatory reporting programmes, audits, and corrective‑action processes, maintaining a calendar of compliance obligations.
• Produce guidance and training material for contractors, sponsoring States, and other stakeholders.
• Lead CARMU’s operational readiness for future exploitation contracts, including workflow design, performance indicators, and staff supervision.

Required profile

• Strong negotiating and influencing skills with the ability to work under tight deadlines and manage multiple concurrent projects.
• Deep knowledge of international relations, the UN system, and the 1982 United Nations Convention on the Law of the Sea.
• Expertise in regulatory administration, contract management, compliance assurance, and risk‑based regulation.
• Professional competence, accountability, and a client‑oriented mindset when dealing with high‑level stakeholders.
