Education PPP Consultant – Analysis & Comparison

About the role

The Inter-American Development Bank Group seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The role involves building a robust evidence base to support policy decisions and value‑for‑money assessments.

Key responsibilities

• Develop a comprehensive database of education PPPs and traditional public procurement cases for benchmarking.
• Review and synthesize literature, evaluations, and empirical evidence on PPP performance.
• Structure and validate the publication framework, including drafting, revisions, and layout support.
• Define and validate key variables and indicators to assess cost, time, administrative and pedagogical effectiveness.
• Design a methodological framework with a Value for Money (VfM) approach to compare PPP and traditional models.
• Create a practical evaluation tool and user guide aligned with the methodology.
• Conduct a diagnostic case study in a selected country, applying the tool to real PPP policy data.
• Collect, clean, and analyze public and administrative datasets, then disseminate findings through reports and stakeholder validation.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctorate or additional postgraduate studies are a plus.
• Minimum five years of professional experience in designing, monitoring, and evaluating public policies.
• Proven ability to apply econometric methods and conduct rigorous quantitative analysis.
