Executive Director / Local Registrar

About the role

The Overseas Examinations Commission is seeking an Executive Director / Local Registrar to lead its examination administration and strategic direction. Reporting to the Board Chairman, the role shapes long‑term vision, oversees daily operations and safeguards the organisation’s reputation.

Key responsibilities

• Define and implement the Commission’s strategic plan in line with Board objectives.
• Lead a team of over 50 professionals, fostering a culture of excellence and innovation.
• Direct the administration of more than 100,000 student examinations each year, ensuring accuracy, integrity and compliance with international standards.
• Manage a multi‑billion‑dollar portfolio with fiscal discipline, transparency and accountability.
• Represent the Commission to stakeholders, government bodies and the public, advocating for its interests.
• Promote a high‑performance work environment that encourages employee engagement.

Required profile

• Master’s degree in Business Management, Educational Management or a related field.
• Minimum ten years of senior leadership experience in an educational institution or policy‑making body.
• Proven record in strategic leadership, governance, stakeholder engagement and organisational transformation.

Required skills

• Proficiency in technology fundamentals.
• Expertise in examination management systems and procedures.
• Deep understanding of educational systems and operations.
• Strong negotiation, influencing and relationship‑building abilities.
