Project Manager – Circular Cities Beyond Plastics

About the role

The United Nations Environment Programme (UNEP) is seeking a Project Manager to lead the implementation of the GEF‑funded “Circular Cities – Beyond Plastics” project. Based in Kingston, the consultant will support six cities across Colombia, Jamaica and Panama in transitioning to a circular economy and reducing marine plastic pollution.

Key responsibilities

• Implement and evaluate project activities, monitor progress and prepare analytical reports.
• Review project documents, identify issues and propose corrective actions.
• Draft, validate and manage partnership agreements.
• Produce written outputs such as background papers, analyses, report sections and inputs for publications.
• Provide technical assistance to city authorities and businesses on circular‑economy approaches to plastic reduction.
• Develop and apply city‑level monitoring methodologies and indicators.
• Organise and support consultations, including Project Steering Committee meetings, agenda preparation and participant coordination.
• Represent the project at regional meetings and stakeholder events.

Required profile

• Proven experience in managing international development or environmental projects.
• Knowledge of circular‑economy principles and marine plastic pollution challenges.
• Ability to work with municipal governments, NGOs and private sector partners.
• Strong analytical, reporting and documentation skills.
• Excellent communication and stakeholder‑engagement abilities.
