Senior Protection Case Worker

About the role

IOM, a UN-related organization focused on migration, is recruiting a Senior Protection Case Worker for its Assisted Voluntary Return (AVR) programme in Kingston, Jamaica. The role works under the supervision of the Head of Office in Kingston, in coordination with the Regional Thematic Specialist in Panama City, and under the direct supervision of the Programme Coordinator. The AVR programme ensures safe, dignified returns based on migrants' free, prior and informed consent, and offers needs-based post-arrival assistance.

Key responsibilities

• Assist in planning, coordinating, implementing and monitoring AVR project activities, and compile, analyse and present project data in line with IOM standards.
• Conduct individual protection screenings of migrants on arrival, identify vulnerabilities and protection risks, document needs and prepare individualized case plans.
• Provide case management and follow-up on cases, coordinate referrals to specialized services (consular, health, psychosocial, family tracing, GBV, child protection) and ensure continuity of assistance.
• Act as focal point for administrative coordination, liaising with organizational units and external parties to obtain clearances and follow up on actions.
• Support safe, dignified post-arrival assistance, ensuring privacy, confidentiality and informed consent, and coordinate with consular, migration and local government authorities.
• Communicate clearly with beneficiaries, explain available assistance and tailor messages to their culture, age and language.
• Maintain accurate case notes and data in IOM's case management systems (including MiMOSA), and draft correspondence, reports, briefing notes and graphics.
• Organize meetings, workshops and trainings, prepare training materials, and respond to complex information requests.
• Liaise with local authorities, UN agencies, NGOs, donors and partners, monitor implementing partners and report non-compliance, and contribute to SOPs, concept papers and new projects.
• Guide and train colleagues, and supervise other staff as assigned.

Required profile

• School diploma with six years of relevant experience, or a bachelor's degree in political or social sciences, international relations, development studies, migration studies, human rights, law or related fields with four years of experience.
• Experience liaising with governmental authorities, national and international institutions, UN agencies and NGOs.
• Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
• Fluency in English (oral and written); working knowledge of Spanish is desirable.
• Advantageous: experience with international humanitarian organizations in multicultural settings, knowledge of inter-agency protection standards and IOM guidelines, and familiarity with case management platforms.

Required skills

• Strong interpersonal, teamwork and communication skills, including writing case notes and reports.
• Proficiency in Microsoft Word and Excel.
• Ability to work in challenging conditions with sound judgement.
