Public-Private Partnerships Upstream Consultant

About the role

The Inter-American Development Bank (IDB) seeks a dynamic, proactive consultant to support the upstream activities of its Public-Private Partnerships (PPP) Unit. The consultant will help develop diagnostics, analytical tools, and knowledge products, and provide technical assistance to countries across Latin America and the Caribbean.

Key responsibilities

• Support regional and country‑level diagnostic exercises on PPP regulatory frameworks, investment cycles, and project prioritization.
• Assist in upstream technical assistance, including reviews of regulatory and institutional frameworks and supervision of PPP performance.
• Develop and manage PPP knowledge products, such as technical notes, monographs, and research papers.
• Prepare publications and conduct statistical and econometric analyses, from literature review to modeling and result interpretation.
• Generate analytical inputs for senior management, including presentations and talking points.
• Handle administrative and operational tasks related to budgeting, activity reporting, event organization, and internal process monitoring.

Required profile

• Proactive, result‑oriented professional with experience in PPP diagnostics and regulatory analysis.
• Strong analytical background, capable of conducting statistical and econometric studies.
• Excellent written communication skills for preparing technical publications and reports.
• Ability to develop clear presentations and talking points for senior audiences.
• Experience in coordinating administrative and operational aspects of consultancy projects.
