Manager, Civil Underground Works Construction

About the role

FLOW is looking for a Manager of Civil Underground Works Construction to manage all aspects of its underground infrastructure. The role covers the construction and maintenance of minor building structures, jointing chambers, manholes and duct lines on FLOW's public and private facilities and along public thoroughfares, and liaising with external agencies to protect the integrity of the underground network.

Key responsibilities

• Design, document and direct outside plant (UG) and manhole and conduit designs, and provide expertise for duct routes, joint boxes, manholes and other major civil projects.
• Deliver projects with accountability for documentation, budget and project management.
• Liaise with utility partners such as the Jamaica Public Service Company, the National Water Commission and Digicel, and guide external contractors on site so they do not damage FLOW's infrastructure.
• Survey civil routes for underground conduit, manholes, equipment pads and attachments to structures such as bridges.
• Draw plans and working drawings and specifications using relevant software, and create accurate data sheets and diagrams of new or amended civil works.
• Maintain contact with municipality authorities and contractors about planned construction, and verify contractor invoice claims.
• Facilitate a gap analysis of direct and indirect reports, develop training programmes, and manage the assigned CAPEX and OPEX budgets, escalating risks as needed.
• Complete and submit reports to internal and external entities, and liaise with the National Works Agency, Parish Councils, Security Forces and external suppliers.

Required profile

• Bachelor's degree in civil engineering or equivalent training.
• Minimum of 7 years of experience in this function.
• Experience managing teams preferred.
• Formal management training and certification is an asset.

Required skills

• Specialized training in AutoCAD.
• Exceptional negotiation skills.
