Director of Finance and Accounting

About the role

The Public Procurement Commission (PPC) seeks a seasoned finance leader to direct its financial strategy, accounting operations, and overall financial management. Reporting to the Executive Director, the Director of Finance & Accounting will shape medium‑ and long‑term financial plans while ensuring strict compliance with Jamaican government accounting standards.

Key responsibilities

• Lead day‑to‑day financial accounting and administer internal control systems.
• Manage annual budget formulation and develop medium/long‑term financial plans.
• Ensure compliance with GOJ Accounting Procedures, the FAA Act, PBMA Act, and the Public Procurement Act.
• Provide strategic financial advice to executive leadership and the Board’s Finance Committee.
• Coordinate statutory audits and oversee the Finance & Accounts Branch team.
• Drive staff development through performance management frameworks (PMAS).

Required profile

• Master’s degree in Accounting or professional certification (ACCA, CPA).
• Minimum 7 years of relevant financial experience, including at least 3 years in senior management.
• In‑depth knowledge of Jamaican government accounting procedures and related legislation.
• Demonstrated leadership, team‑management, and succession‑planning abilities.
• High integrity, confidentiality, and alignment with the Commission’s core values.
