Project Manager - Integrated Electronic Case Management System (IECMS)

About the role

The SO-JUST project, a seven-year social justice reform initiative funded by the Government of Canada and implemented by UNDP in partnership with the Government of Jamaica, is in its fifth year. Its goal is to increase access to justice for vulnerable groups and strengthen the justice system's capacity to implement gender-responsive policies. A key component is the Integrated Electronic Case Management System (IECMS), which will digitize case handling and provide real-time data across the justice sector. UNDP needs a Project Manager to coordinate the Ministry of Justice and Constitutional Affairs' requirements for the successful completion of the IECMS, working closely with the International Consulting Firm (ICF) that designs, develops and implements the system.

Key responsibilities

• Lead the project from initiation to closure, delivering it on time, within scope and budget, and to stakeholder quality standards.
• Develop the project plan, schedule, scope, goals and deliverables with the Project Steering Committee, and prepare technical documents such as Terms of Reference for technical experts.
• Coordinate the recruitment of technical experts, manage consultants, specialists and subcontractors, and handle permits and approvals from government authorities.
• Facilitate access to project sites and coordinate with external vendors, software developers and technical teams.
• Ensure compliance with legal, regulatory and data security requirements for the IECMS rollout.
• Manage stakeholder relationships with the Ministry, the Judiciary, the Court Administration Division, the Office of the Director of Public Prosecutions, law enforcement agencies and others, and organize workshops and training for users.
• Collaborate with technical teams so the IECMS integrates with existing justice-sector systems, and support the installation and acceptance test and its follow-up operation.
• Develop and manage the project budget, allocate resources efficiently, and provide monthly financial reports and forecasts to the Ministry.
