Project Manager - Integrated Electronic Case Management System (SO-JUST)

About the role

The SO-JUST Project is a seven-year social justice reform initiative funded by the Government of Canada and implemented by UNDP in partnership with the Government of Jamaica and civil society partners. It seeks to improve access to justice and strengthen the justice system's capacity to implement gender-responsive social justice policies. The project is now in its fifth year.

A key component is the Integrated Electronic Case Management System (IECMS), which will digitize case handling and provide real-time data across the justice sector. UNDP needs a Project Manager to coordinate the Ministry of Justice and Constitutional Affairs' requirements for the successful completion of the IECMS, working closely with the International Consulting Firm (ICF) that designs, develops and implements the system.

Key responsibilities

• Lead the project from initiation to closure, delivering it on time, within scope and budget, and to stakeholder quality standards.
• Develop the project plan, schedule, scope, goals and deliverables, and prepare technical documents such as Terms of Reference for technical experts.
• Coordinate the recruitment of technical experts and consultants, manage their contracts and agreements, and handle permits and approvals from government authorities.
• Provide resources, information and decisions on behalf of the Ministry within the Implementation Schedule, and facilitate access to project sites.
• Engage stakeholders including the Ministry, the Judiciary, the Court Administration Division, the Office of the Director of Public Prosecutions, the Office of the Information Commissioner and law enforcement agencies, and organize workshops and training for users.
• Ensure the IECMS integrates with existing justice-sector systems and supports the Installation and Acceptance Test, taking responsibility for the test and continued operation until the Project Steering Committee directs otherwise.
• Manage the project budget, allocate resources efficiently, and submit monthly financial reports and forecasts to the Ministry.
