Project Manager - Integrated Electronic Case Management System
United Nations Development Programme · Kingston
Job description
About the role
The SO-JUST Project is a seven-year social justice reform initiative funded by the Government of Canada and implemented by UNDP in partnership with the Government of Jamaica and civil society partners. It aims to improve access to justice for vulnerable and disadvantaged groups and strengthen the capacity of the justice system to implement gender-responsive social justice policies. The project is currently in its fifth year.
The Integrated Electronic Case Management System (IECMS) will digitize case handling, streamline processes and provide accurate, real-time data across the justice sector, replacing heavy reliance on manual processes. UNDP needs a Project Manager to coordinate the timely and effective implementation of the IECMS in the Ministry of Justice and Constitutional Affairs, working closely with the International Consulting Firm that designs, develops and implements the system.
Key responsibilities
- Lead the project from initiation to closure, working with the Project Steering Committee to deliver on time, within scope and budget, and to quality standards.
- Develop a comprehensive project plan covering scope, timelines, costs, stakeholders, quality assurance and risks, and define scope, goals and deliverables with the Steering Committee.
- Prepare technical documents such as Terms of Reference for technical experts, coordinate their recruitment and manage contracts, MoUs and agreements with consultants, specialists and subcontractors.
- Handle permits, approvals and licenses from government authorities, and coordinate resources, information and decisions on behalf of the Ministry.
- Coordinate with external vendors, software developers and technical teams, and ensure compliance with legal, regulatory and data security requirements.
- Manage stakeholder relationships with the Ministry, Judiciary, Court Administration, DPP, law enforcement and other partners, and organize workshops, training and awareness sessions for end-users.
- Work with technical teams so the IECMS integrates with existing justice-sector systems, and support the Installation and Acceptance Tests and the continued operation of the system after acceptance.
- Develop and manage the project budget within approved limits.
